Hmmmmm, girl scouts selling smoke detectors to poor, fat,dumb people instead of cookies, hmmmmmm , might qualify as a government health program

First off they would have to put the joint down to answer the door (yet another fire hazzard), and in those conditions a smoke detector going off everytime you light up is far less attractive than cookies to feed the munchies.
