Houston hurricane evac? It's so obvious!
Sitting here watching 20/20 on the whole Rita evacuation. They show multiple pics of traffic backed up for miles, people stranded, etc. What is painfully obvious is that there are another whole 3-4 lanes of freeway not being used to evacuate. That's right, why not shutdown the other side of the freeway and allow outbound traffic to use it? Post officers at on/off ramps, close all access, and double the pipe out of the city. It just struck me odd to see all that roadway being un-used. It's not called an evacuation for nothing.......
Thoughts?

There's people stranded on the highway - no gas, no shelter (save for their cars), and Rita bearing down on them...
