The traditional means of Pork-ufying a bill is to add a rider on to it that's unrelated (some of the Iraq defense spending bills had egregious pork added) and that gives future political campaigns the ability to say the other side "didn't support (motherhood/apple pie/supporting troops)". As long as the electorate is more interested in national sports teams than in informing themselves about politics, this will continue.
