What the hell is the point of the reverse/outward-clinching staple pad ?

By searching around, I've been able to ascertain that the most common type of stapling, with the ends curled underneath, is called a 'flat' staple. The part that pushes the staple into its shape is the anvil... dunno what they call the outward stapling yet, or what its purpose is.
