May get prepaid phone as present: Some questions

I was thinking og getting a prepaid phone for my dad as one of his Christmas presents. However, I know little of the ins and outs of going this route.

Can someone explain the purpose and benefit of an unlocked phone and the use of SIM cards. Any experience to share?

I think they are very expensive per-minute. But you can't blow through a monthly plan. 98% of users I think are kids who cant control themselves and drug dealers who treat them as disposible. The other 2% have no credit.
