Many moons ago when I was a new hire at Boeing I witnessed this sort of thing frequently.

I also noticed that often times the lead would give two new hires (20-somethings) the same work package without them knowing what each other is working on. At the end of the day the lead would collect the work from both of them and review it privately.

One package went into the trash, and one went into the books. Those who's package went in the books excelled at the company, those who's package went into the trash just got more of the same type of duplicate work. It was only a matter of time before the trash guy was rotated out of the group.
