Lotus Elise... how is it US legal?

I'm starting to see the Lotus Elise more and more frequently on the streets. How is it that this car is US street legal and allowed to be imported when it doesn't have air bags. I thought all imported cars had to meet strict bag regs.

The Elise also does not conform to US bumper standards.

Ther's a sticker on the windshield about a USDOT exemption for not having bumpers.

Temporary exemptions are pretty normal. Next year's Elise will have big ugly impact bumbers. The CGT won't be imported anymore because of this same issue. Porsche's exemption ran out this year, and they refuse to submit a couple to the DOT for crash testing. So you better get one before they are all gone.

Looks like Lee Noble has it figured out...selling the cars as 2 units. But...the trade off is being labeled as a "kit"
