It's simple economics. Shyster lawyer takes the case on contingency and runs up 2-3 million dollars in city attorneys fees. It makes it cheaper to settle. Until someone figures out how to get these scumbag ambulance chasers out of the courts, this will never cease.

The city got off incredibly cheap, there must not have been much of a case. The cops around this case were as dirty as anyone who has ever tied on a pair of shoes.

Read the book "LAbyrinth" if you want to get some inside facts (or close to facts). The problem with giving settlements or paying these types of fees is that they come out of our (taypayer's) pockets. That money belongs to you and me, not the city or police force.
