It's actually pretty windy here tonight.

What's this nonsense about the line item veto? I thought the SCOTUS tossed that in 96 or so.

They don't need the line item veto. What was the law...Budget reform act in the early 1970's that forces the President to spend the money on the earmarks...

Undo that and the President doesn't need the line item veto. He just won't fund the things he doesn't like.

Why bother? So the SCOTUS can toss it again? Byrd blocked it for many years. He figured it would get tossed, so he let it pass, the logic being that he wouldn't be around much longer to keep blocking it. So he wanted the SCOTUS to rule once and for all on it. He got it. And he's still in the Senate. Line item ain't coming back.
