2003 Cadillac Deville braking problem

My father in law has a 2003 Cadillac Deville that simmers when the brakes are put on. He just had the rotors and pads replaced because it was doing the same thing. The car has 50k on it. Any known problems with Cadillacs and this symptom. Does it sound like maybe the rotors or pads that were used in the replacement could be defective? Maybe the rotors were machined instead of replaced and not one right?

What do you mean by 'simmers'?

Does it vibrate? If this is the case, that would typically indicate warped or poorly surfaced rotors.

Does the ABS light come on when this occurs? If not, it sounds to me like defective rotors or at least not resurfaced properly. Were the pads bedded in properly?

Oh sorry, I meant shimmers. I will tell him to have the rotors rechecked.
