Kinda like one thing that we put up when we were based in Saudi for two years. They had something called "speed week" there where you would pull up to a traffic light and the Saudi police would motion to the first two lines of cars, pulling them off on the side. We were told that if this happened to just accept it and move on.
The saudi police would give each driver they pulled over a ticket for speeding. One guy we knew who got caught in this asked about it and was told "you were not speeding now but you have in the past and we just did not catch you at the time."
Sounds like the same sort of knee jerk reaction here. The masses in this area feel that these rich white guys raped someone in the past and just were not caught but its time for them to pay now.
