Someone told me recently that the people doing time in prison and obtaining training as high risk divers and underwater welders are far less likely to go back to prison - the money is too good. Over 90% never go back to prison, in lieu of 90% going back to prison.

Apparently you haven't checked with the neocons here. It is simply not true that training or opportunities have anything to do with freeloaders and crooks becoming contributing members of society. The effective strategy is to make their lives more difficult and punish them, and let them figure out that financial independence is their only way out. Training is expensive, and keeping humans off the public dole needs to be done using a no-cost method. Taxes should be abolished, prisons should be run for free and freeloaders should be denied everything.

I know a guy who will do it. Ex Marine major. Had him by my house when the main sewage pipe burst in a crawlspace under the original portion of my house.

Happened in the dead of winter so everything was dumping in there and freezing.

I discovered it Easter weekend, it had been warm for a couple of days and there was an odor that we could not identify. Figured a critter had gotten down there over the winter and died and was now decomposing.

3-4 inches deep, 600 sq. ft in a 20 inch high crawlspace. They were down there wallowing in it for 3 days. The only access to that portion of the foundation is a 12x12 panel in the floor of a closet so they had to clean it by hand and bring everything up in 5 gallon buckets.

Took another week and a half to scrub, disinfect and replace all the insulation.

$10,000, gotta love home owners insurance.
