RIYADH, Saudi Arabia - Police arrested 172 Islamic militants, some of whom had trained abroad as pilots so they could fly aircraft in attacks on Saudi Arabia's oil fields, the Interior Ministry said Friday. A spokesman said all that remained in the plot "was to set the zero hour."

I've read many many stories of them rounding up people asking them questions and letting them go. Under Islamic code all you can do is ask if they did something wrong like: Did you kill that man? All he has to do is say "NO", and it's dropped just like that. Similar to the "I divorce you" routine they do.
