Latest idiocy out of CA legislature - it's illegal to have balls.
New bill to REQUIRE sterilization of ALL dogs & cats in the entire state (yes, even for breeders/fanciers) upon their reaching 4 months of age.
I think we should do something about there being too many stupid, overpaid politicians in this state before worrying about how many dogs & cats we have. Heck, just keep feedin' 'em that good-ol'-Chinese kibble and soon we'll have a pet-free society! Utter horse*****. The big offenders (you know, Bubba and his 15 pit bulls) won't obey it anyway. "The California Healthy Pets Act (AB 1634) would require that every dog and cat in the State of California be spayed or neutered. The bill contains 20 common sense exceptions for guide dogs, show dogs, sporting dogs, law enforcement dogs, search and rescue dogs, service dogs, signal dogs, purebred dogs, pets that are elderly, pets that are in poor health, pets that are ill, pets that are non-residents and pets that have won titles for conformation, obedience, agility, carting, protection, rally, working or herding competitions." While I'm all for minimizing government and generally think CA legislature decisions are for the birds, this does seem to make sense (as opposed to letting animals just do their thing) and it does seem easy to get around, if you are a breeder with purebreds, or dogs/cats of no reproductive value (old, etc.)....No?

Well, the difference is, besides Rex himself, nobody has a vested interest in him keeping his balls, so anyone that wants to castrate him is able to do so without much trouble. There are lots of Americans that have a vested interest in keeping 80,000+ Mexicans coming through every day. And W. is probably one of them...

FWIW any pet bought from animal shelter in CA. already has to be neutered before it goes home with you.
That and all the exceptions they list seem to make this a total waste of time and money. And who is going to enforce this law? Knock knock "Hello I'm your guberment testicle inspector." Me "Does it pay well?" And who is going to pay for all those neuter jobs? Edit: I just visited the bills webpage and you can get around it buy "buying a permit for you pet as a show animal" and I have yet to see any mention on what happens if you get busted... you get fined no doubt. Just another bull$hit excuse for the government to dip into out wallets. ![]()

If you get caught, they cut off your balls and the dogs, that is the penalty.
This is the dumbest thing I have ever heard, everyone will just circumvent the rules and it will not benefit anyone or save any $$. If this passes, they'll be aiming for people next, starting with sex offenders and going up the food chain from there. As for Cheryl, she has her head up her a$$ anyway. |

They have talked about making ownership of certain breeds illegal, and have added a huge tax to animal breeders already. Registration for a dog that has not been neutered is scheduled to go up by like 5 or 10 times what it has been.

my fastpat impression: SACRAMENTO – The California Healthy Pets Act achieved its first legislative victory this morning when it was passed by the Assembly Committee on Business and Professions by a vote of 7-2. Authored by Assemblymember Lloyd Levine (D-Van Nuys), the bill would require most pet owners with a dog or cat over four months old to have their pets spayed or neutered. "I commend the Committee for its vote today to pass along this vital piece of legislation that aims to cut down on the number of, and costs associated, with unwanted animals in California,” said Assemblymember Lloyd Levine. “Requiring spay and neutering of cats and dogs is a reasonable, proven-effective and necessary means to greatly reduce the number of unwanted animals and the practice of euthanizing healthy adoptable animals. It is my hope that today's vote will continue the momentum being generated to get this bill signed into law." “The California Healthy Pets Act is a common sense solution to protect the health of our pets, improve the safety of our communities, and put an end to the hundreds of millions of dollars taxpayers spend each year to house and ultimately euthanize our abandoned pets,” said California Healthy Pets Campaign Director Judie Mancuso. “We thank the seven Committee members who voted with the vets, animal control officers and thousands of animal lovers today.” The California Healthy Pets Act received the unanimous support of the Los Angeles City Council last week. Los Angeles Animal Services Director Ed Boks who attended today’s Committee hearing said, “From the City of Los Angeles to Sacramento, everybody is beginning to recognize that the abandoned pet population in our state is a serious problem that has gone on for too long. We are deeply gratified by today’s vote and the step the Committee has taken today to address this problem.” AB 1634 received the support of Committee Chair Mike Eng along with Assemblymembers Karen Bass, Wilmer Amina Carter, Mary Hayashi, Edward Hernandez, Curren Price and Alberto Torrico. For more information, please visit our Web site at www.cahealthypets.com. sound like a great idea to me. there are to many stray animals as it is. the shelters are full. if you dont have a dog that falls under the listed exceptions then i have no problem with fixing Fido. it is better for your pet for many reasons, but i guess you like having to pay more for other problems that uncontroled pet population will cause. i like having to pay 1/4 the cost for my dogs license, because he is fixed. plus he doesnt have the urge to get out of the yard and do it doggy style with the "B1TCH" across the street. and yes that is the correct term for a female dog you uptight PC prudes out there, so stop editing my text. ![]() besides animal control is a LOCAL issue, so the state legislature should pass bills like this. imagration is a FEDERAL issue, so stop mixing two different complaints that belong in two different departments

Keep in mind that "we" are paying for something like 400,000 dogs per year to be killed in shelters, mainly because of irresponsible owner/breeders...
I believe that spaying/neutering has already been required in LA County for a year or two now, but there are exceptions for show and working animals. Microchip implants are also required now!
