Any Vespa owners...gotta 'lectric starter problem

Friend of mine bought a new Vespa. Within 2 days and before she got it insured it was stolen and vandalized. The thieves destroyed the key lock and the part of the frame the assembley fits in. I've got it put back together and have the switch working albeit now hidden in the "glove box." The only thing I can't get to work is the electric starter. It'll kick start fine, but no electric start. I've checked all the switches, clutch safety switch, and circuits but no juice to the starter.

Any ideas? The factory wiring diagram is worthless.

The ignition circuit side sounds like its good, but in the ignition switch there is an additional wire running to the starter.
1)"ON" position=power to coil.
2)"START" position=power to coil + power to starter solenoidcontrol circuit.

BTW: The small wire from the ignition switch(control circuit) carries just enough juice to move the internal bendix of the solenoid, which pops out the gear to engage the flywheel.
Then, the actual motor has another internal switch(load circuit) which draws heavy current from the thicker cable between the battery and the starter motor. This is what does the spinning.

You could jerry-rig a seperate control circuit to the starter solinoid through any kind of 12V activation switch with the amp requirements. Impress her with something unique.
