That is a Power Wagon with a Willock Swivel Frame conversion. Willock made kits to convert Power Wagons and several brands of larger trucks so that the frame would swivel around a longitudinal 4 inch pipe “hinge” behind the cab. There are a couple of different versions of the Power Wagon kit. Google “ Willock Swivel Frame” to see several videos of them in action.
