I'm sure it was some "peace" activist..
 That station has always been a target for libs. I dont think i've ever walked by it, without some protester standing outside it.

That triangle is usually loaded with cops 24 hrs a day. and VERY well lit.
PD is thinkg it might be the same guy in 2 previous bombing issues in the past few yrs. Same MO.
