uh, I suspect these things are low powered short distance transmitters. It's not like the govt can install a single antenna in the middle of the city and receive info from every car all over town. I suspect that to receive the info, you'd have to be really close to the vehicles.
Hell, these days it's not the TPMS systems that you have to worry about, it's the ECU that's got cell or satellite comms that you have to worry about.
