I doubt that any speed limits are actually lowered using that process. Show me a road where the 85th percentile of the speed distribution of free-flowing traffic is lower than the speed limit. I'd guess that number is about 80 mph on most California freeways - the 15th percentile may be at the speed limit.

I disagree completely! I can spot a cell phone talker in front of me way ahead. You can just see it, the drifting, the poor way they make a hard left or right turn, hard to do with only one hand. I ALMOST never talk on a cell phone, and on the really rare occassion, only hands free. I NEVER initiate a call while driving. I've come really close to getting hit twice in my local supermarket parking by women driving and chatting. Both times they give a "Hey, can't you see I'm driviing and talking on my phone!" look.
