Does anybody have it? Is it worth 29.99 I would like to be able to shorten and splice together Mpeg4 vids and windows movie maker wont.

I use it.
It's not a real editor. Yes you can convert, trim and add onto existing clips but that's about it. Quicktime is really about the underlying technology. There are benefits to having it though.
