I'd guess the trailer hitch is a carry over from the truck/suv chassis the thing is sitting on.

I recently read an article about the Secret Service. It mentioned the new car, which I understand will be unveiled soon, prior to the inauguration.
The article said GM was building the car at a secret location. After it is delivered to the Secret Service, it will be completed disassembled. EVERYTHING will be inspected. The article said they will look for GPS sensors, listening devices, etc. And obviously bombs! Once it is re-assembled by the Secret Service it will never -- repeat, never -- be out of eyesight of a Secret Service person. The article said it will be protected/watched as closely as the president is. Years ago I saw a display at the NY Auto Show by the company that helps build the car. I forget the company's name, but it is in Cincinnati. The company does all sorts of protective stuff for cars -- bullet-proof glass, armor plating, etc. I think the company is involved in construction of the presidential limos/SUVs. What I remember is a chart that listed what is done for a Level 1 "package" (e.g., bullet-proof glass), Level 2 (e.g., armor plating), etc. Starting around Level 3 is just said "Top Secret". I think there were 4-5 levels. And I am sure the presidential car is a Level 11! Interesting stuff. I am sure the "car" has all sorts of cool "mods". For example, it looks like it has some protective "mesh" in front of the radiator.
