importing '89 P-car from Canada to the US??
I've tried to make sense of the information I've found at the NHTSA website and am unable. Any opinions on or experience with the viability of importing an '89 911 (or similar) from Canada would be welcome. Thanks in advance.

I've done it the other way a few times, and if it's anything similar to our system, it's a hassle, but worth it. And knowing that in general the US has less regulations about, well, everything really, I would think it wouldn't be too bad. The way our dollar is right now, I'm surprised you found something here that would make it worthwhile.
If it helps, all the info for importing cars to Canada is found through the border agency, the Ministry of Transportation and the Registrar of Imported Vehicles. Maybe look for the info you need in the US equivalents - USDOT, Customs and Border Service, places like that, rather than the NHTSA. Hope that helps a bit.

One '89 I saw recently for sale in Canada was a US import car, originally. You'll want to check that possibility, because it makes things much easier.
