Define soon. I don't see it happening in the next year or two. Once the tax potential is understood by the government tax and spend folks the momentum will start. There are huge parts of law enforcement that will fight to the death to keep it criminal.

Tobra- Before cotton most sailing ships used industrial hemp for sails, burlap bags, clothing, paper, etc.
It used to be illegal for farmers to not grow hemp in the 13 colonies.

Seven times more(longer and stronger) fiberous pulp can be farmed than trees. The pesticides/chemicals needed is quite limited compared to many other plant-based products.

"Marijuana" (a William Randolph Hearst terminology) grown for it's euphoric/inibriating THC content is another subject.

As drug laws became stricter per weight, THC levels became more concentrated, and the "drug" became much more potent.
Just as the Incas once chewed raw cocca leaves as a stimulant (equivalent to a cup of coffee), the condensing of the active ingredients into direct-effect forms(e.g. crack cocaine) led to overdoses, and associated social propblems.

This took a direct toll on worker productivity, and Federal expenditures....

+1. Legalized pot would mean far fewer jack booted thugs in uniform, and far lower funding.

Driving up 45 South everyday, I see on one side of the road, and enormous side that says "Houston Smoke Shop" and on the opposite side of the freeway "Houston 420".

The signs are enormous.
