France would be near the top of my list - beautiful, friendly, easy language and the best wine in the world. Cost of living is a bit prohibitive though, at least in the cities.
North Europe (Sweden, Denmark, Norway, Finland). Quality of life there is the highest in the world, on pretty much every scale. Except weather (I hate winter). And I think, aside from language, it would be very similar to home, except better run, with a better appreciation for the arts.
I'd consider moving to the US, but it'd be a huge compromise. Mostly it'd be for the climate, but I can't think of any place that has a good mixture of weather, cost of living and excitement. I'd love San Francisco, but it's way too expensive. Florida's too full of elderly Canadians. Texas is too hot. Arizona would be ok, but not very exciting. New Orleans would've been great in decades past.
