Oh, definitely legit...I would instantly click, and be sure to fill out the form completely, giving card numbers, social security numbers, ALL info.
Seriously, I've heard enough stories to convince me to never use paypal.

I get these PayPal things all the time, and from Bank of America, some are good, some are bad, all are fake. No company will ever send one of these out. At least they should know your name. Like the "dear sir or madem" bla, bla, blah. Junk.

A lot of the Nigerian scammers hang out on certain BBS's and chat rooms trying to improve their English. Some anti-scammer types have figured this out and hang out in the same places online, and feed the scammers bad English, mispellings, and incorrect idioms (for example telling them "huge rip-off" mean "a good deal"). They realize that they can't stop these guys from sending out e-mails, but they can put as many red flags in their pitches as possible.
