I know Lake Powell has more Shoreline than the entire Coast of California, so I'm going to say Utah.

a quick google shows Lake Mead at 550 miles. Lake Powell is 2000 miles, although not all in Utah

Whatever, they call them lakes, and yes you were right, Lake Powell has more shore line, Lake Mead has more water. The lake in Kentucky has almost 2400 miles of shore line, it is the biggest.
