No, I don't think straight line speeds would be affected. If anything, maybe faster. But the wings allow for very fast corner speeds and making the cars slower in the corners means greater differential in corner speeds vs. speeds on the straights.

Hence the acceleration I mentioned. And longer braking zones. Currently there is too little of a window for passing under braking. It's almost always is a Kamikaze move.

Then, too, with slower corner speeds, the driving technique becomes one of corner exit speed because that determines who is in front at the next corner.

Or something like that.
