In order for a room to be considered a bedroom, it has to have a closet. And if it has a closet (thus it's a bedroom), then it has to have a means of egress (door or window of certain size).

Did you see the framing and notice if he framed for windows, etc., but might have covered them up, so he could open them up later? Might be better for a long term project.

The ext wall vents are bigger than regular fart fan vents and fryer vents as mentioned.

Looks like he has ridge vent and some turtle backs for attic ventilation.

Arer those plumbing vents on the left side?

It has a meter can, but no disconnect (which wasn't required in some locals). Not sure what the other grey box is either.

The garage doors are odd as well, or maybe it's the angle of the pix. The left side looks to be a 8x8 or 9x9. The right side looks like it's about 12x8-9

It's odd to have two doors of the covered entry. One to the big garage and one to the interior?

I thought the big box was a disconnect ( the transformer is on that (east) side of the building, on the property line about 100 feet away). I assumed they put the load center somewhere other than on the east wall where the meter is, which would require a disconnect (10 foot rule). I don't know why the meter box is so big, or what the little box to it's left is. This is not the kind of service entrance you see on most residences around here.

Do you think he had a permit.?
If he did than the building inspector OK'ed it and the town has some idea what he's up to.

It's not in a development, though it isn't far from one. It is a ten or so acre field surrounded by agriculture.
I suppose the toy barn is possible. It's in the middle of a ten acre field though, kind of an awkward place for a toy barn. If it's for toys he must be planning to put the toys in the middle of the lot and the house on one of the corners.
