From my perspective (as a non-guitar player) I thought the guy was re-using old strings that were too short to wind around the top but worked wrapped around the pegs. But it looks like there's plenty of wire (at least for most of them) to put them on the normal way.
Then there's the question of why the 3rd string ends up in the 4th hole.
I could re-string it but I'll see what kind of conversation piece it is first.

Herr Oberst,

Not just Keef's guitar, that is Micawber. (Or a clone of Micawber.) If we are putting money on it, I would say clone, as the bridge pickup looks to be a tele. Micawber is supposed to have a steel guitar PU retrofitted if I remember correctly. Personally, it is pretty embarrassing that I know half of this.
