I recently got a nasty gram from Paypal/Ebay that they are now going to be holding my funds after a sale for up to 21 days. This is absolute BS! I have been a Paypal account holder since 2004 and had never had a problem until I sold something on Ebay for the first time about a month and a half ago. I sent them an email stating that if they don't do a 180 turn on this "new" policy that I would be cancelling my account. What a surprise! I never even recieved a response from them. But.....my so called withheld funds showed up in my account two days later.

Can you lodge a complains with an organisation? (Government or other)

If you think Paypal is being dishonest or taking advantage of people surely there is something you can do about it.

Here in Aus we have the ACCC. ACCC Home
If you have an issue with a credit card company, bank or telco you can lodge a complaint with them and they'll investigate the issue.
I've never dealt with them but I know it takes a long time (months) to get anything resolved but at least there is someone you can do about it.

Personally I would do something about it. Don't just let it ride.

There was a recent attempt at establishing a Federal consumer watchdog agency to protect consumers against banks, but the banks own Congress and it was not funded.

Interesting. When I bought a fuel distributor for a 1979 911 and the seller delivered to me a fuel distributor for a 1983 911 (COMPLETELY different animal....I already had one of these.....needed the 1979 FD, paid for the 1979 FD, etc), PayPal chose to do nothing.

I will never, ever again in my life, use PayPal. Ever.

Try a letter to the Office of Thrift Management.

contact your state Atty General's office - they usually have a consumer protection agency - in fact, quite a few state AG's sued Paypal a while back -- I expect Paypal has found a legal way to ripp people off by now

Yes, the federal agency has been hung up in Congress and for the reasons techweenie stated

I made a complaint with the Ohio Atty General's office after buying a windshield via Ebay. The windshield arrived shattered and I refused delivery. The seller just blew me off and took my money. After a few pushy letters to the AG, I made a phone call since nothing was really happening. The woman I talked to there confessed the AG's office was just an advisory body in these matters. I was pretty pissed because they billed themselves as being proactive in these situations. I was so mad, I found (don't remember how now) an attorney in the area who handled it and got my money refunded. I'll confess it cost nearly the price of the windshield, but the lawyer had the work done by his paralegal staff & kept the fees down. You really can't depend on company or government agency to do their jobs.

I once won a fraud claim with eBay for a Fender Twin Reverb I bought that arrived no louder than a clock radio. I got $200 from eBay's insurance, which was about half of what it cost to fix the amp. Seller never made me whole.

Another Fender amp I bought on eBay about 10 yrs. ago arrived with the tubes in a zip lock bag on top of the amp, obviously all smashed to sand. Seller refunded me $100 for new tubes.

Paypal is an eBay company. It's only going to get worse. Starting Jan. 2012 its a mandated open door policy and the feds get to watch and / or collect tax revenue.

They were supposed to do that last year. Send 1099's and all that jazz. I don't know, I got out. No PP either. I get by.

Add me to the "Paypal SUCKS" column.

I'm probably $8k into paypal over the years, and last month (like everyone, I'm guessing) the started putting the "your funds are not available yet" crap on my eBay sales. 2 weeks or more until funds were available. For no reason whatsoever. I don't mind giving them their 3% or whatever, but it chaps my hide that they think I'm SO naive that a transaction may take "a few days, depending on my banks policy. Such a joke.
