I answered some calls on my cell phone. As it turned out, every time I answer one from a different calling number, it cost me 20 bucks. After that, I can answer the same call from the same phone number for the whole month for free and it starts up again the next month. There were various numbers that were calling me offering to sell me crap. My wife finally got hold of Verizon and they gave us a phone number to call. Of course, they never answer. We left a bunch of messages and got a call back after 3 weeks. That finally put an end to that. It took a couple of months to get it all clear up. Look at your bill closely. If it weren't up to my wife, I still would have been paying for that right now. I am blind. The final number or the balance is all I ever look at. Its been about 2 years.

More details please. Is this $20 for a new number thing part of your regular service? Is it these specific numbers or every new number? I've never heard of anything like this.

On my iphone I created a contact called 'ahole' and add annoying numbers to it. Then change the ringer to a null/empty ringtone.

So if they call, it won't ring, and ahole will show as the id.

I like it.

As a variation, why not auto-forward all such numbers? I think you can set that up for calls from certain numbers/contacts only... Hmmmmmm (wheels turning) - who should they be auto-forwarded to? Maybe the moveon.org switchboard? Do-Not-Call-List complaint line number? My ex-girlfriend? There are some good possibilities here...
