Must be something environmental tied to the ocean. Immigrants enter the US via land as well as sea so I think the immigration angle is out.

Huge spike in San Francisco. Appears to move inland a bit around Washington/Oregon. Also along the eastern seaboard.

How about estimated deaths based on a certain size tsunami?

Or initial outbreak of the Zombie plague....

I guess it is the amount of garbage produced and that get out to sea from each region. Garbage like plastic and sewage. Mostly sewage.

It could be the amount of fertlizer run-off as well.
