In From Russia With Love, Bond asks for a last cigarette and slips his metal cigarette case into his breast pocket over his heart, where it stops the .25 ACP round fires by the assassin's disguised book-gun, allowing Bond, laying "dead", to slip out the knife concealed in his briefcase and attack the bad guy. So, yes, I think there is a realistic need for a bullet-proof clipboard. You never know.
