The replay official can only determine if the ball hit the ground or if it was a fumble, not who had possession.
There have been some bad calls this year but there are bad calls every year. Most of the calls are blown up by the media given the dispute between the officials and the NFL. The missed calls become newsworthy and everyone is allowed to pile on the replacement refs unlike the normal refs.

Bad calls are one thing -- the lack of syncronization and the confusion on the field is another. At the Jet's game, the ref blew the whistle for a no-call. (No time out, no penalty - just a bad whistle). Of course this whistle was just as the Jets were setting up for a wildcat play. Of course the whistle allowed the Dolphins to prepare for the wildcat, taking away the strategy of the play. Thanks, ref's!
The delays the refs have brought to the game overall are making watching the game more cumbersome. I suspect it is even worse if you are playing the game -- it really seems to ruin the rhythm of the game, and kill any momentum a team may have -- when they have to wait while the ref's figure out the call. The frustrations are evident on the field -- hence the increased fighting.
