An alien Admiral...white hair, blue eyes, looked Asian and had a big Fu Manchu/Hulk Hogan facial....could have been Star Wars for all I know....

Hey....that Star Trek guy (Efrosian Federation President - I looked it up) is played by Kirtwood "Red" Smith!
Red Forman from "That 70's Show" And one of my favorite villains - Clarence Boddicker in RoboCop. So every time I see that picture, I will think.....
