They use bad spelling and grammar on purpose; people who are smart enough to catch the errors will be too smart to fall for the scam.

And to be pedantic; the subject should be Check out this scam.

My letter from the FBI had a Yahoo email address to respond to. Everyone knows the FBI uses Yahoo as their IP. (I'm getting $5,200,000 as soon as I send them $312) :)
