The line was referring to Our Germans vs. the Russians' Germans. Ours were better.

Plus, we brought home some of the Germans' V-2 rockets. We played with them.

Many German scientists worked hard to get captured by the US rather than the Soviets. They knew the difference between the two societies.

That is why our Germans were better than theirs - and that is one thing that "soft power" and reputation n the world can do for you.

And it wasn't only the scientists that worked to get "captured" by the Americans: Reinhard Gehlen, head of the Wehrmacht east front intelligence together with his staff, tons of material, and still functioning V-men inside the Soviet Union, managed to get co-opted by the Americans and actually was the founder of the CIA!
