Is this a hubcap tool?

My "storage wars" pals came across this tool. One says it is a wire hubcap puller. I have no clue. Anybody know?

I did some looking and if I had to guess I would say it is some kind of specialized seal puller

Yep. How you found that is beyond me but it could easily fit into that family of tools based on a google search using the "images" tab.

It's a simulated wire wheel cover if it will pull one. Looks like it would. But, we always took them off like any other wheel cover, from the edge. Never saw anything like that at the tire shop.
