Dans access door solution is the winner IF you can shorten the stub out enough to move the cap back into the wall some. Also use a countersunk plug.

I just looked at the photo in the OP. If it was mine I'd screw a $2.00 countersunk plug in it, do a little cosmetics on the plaster, paint it, and let it go.
