In the business we have recessed plugs for a reason....they are code in parking lots and places like that due to tripping hazards

Dans access door solution is the winner IF you can shorten the stub out enough to move the cap back into the wall some. Also use a countersunk plug.

I just looked at the photo in the OP. If it was mine I'd screw a $2.00 countersunk plug in it, do a little cosmetics on the plaster, paint it, and let it go.
