What are these things?

Been meaning to ask:

I'm a city slicker but usually I know WTH I'm looking at in the country. Driving through Colorado, and other western states, I see these strange *berm* things every so often on someone's fence near the highway.

Are they so deer can cross over and not stay near the road?

I think they are to allow a truck to be loaded with animals .Back up to the berm and drive your cattle, sheep, horse etc up into the truck or trailer.

It's a break in the fence that allows the animals easy exit from the roadway, but a very steep, difficult entrance to the roadway. Hopefully it funnels them to "safer" crossing points.

Yup, if a deer or any other sizeable wildlife were able to get onto a fenced in portion of road this allows them to escape but not gain access

I've seen deer jump over a 8' wire fence to get into the neibour's buffalo enclosure. That little 4' fence would be no problem for most White Tail or Mule Deer.

They are facing the wrong direction for that. The pile of dirt is on the roadway side.

most likely for pronghorn - the worlds' fastest runner (middle-distance); often called goats or antelope but are neither; they are in their own Family

it does look like a loading ramp, but note that animals could go 2 different ways to 'escape' and neither has gates

It is a earthen loading ramp for animals onto trucks for transport.
