Apparently the white flags are bleached out American flags. It kind of gives it a deeper meaning- tho what, I cant imagine. My bet is its eaither a skilled teen prank or some whacked out constitutional fundamentalist.

Very few surveillance camera systems are monitored. Doing so would be cost prohibitive. Mainly an investigative tool after the horse has left the barn.....Hundreds of thousands of bridges in this country......
