Don't you already have to do emissions testing?

Yes, every two years. there are also the 'drive-by' roadside things. If you drive by one and pass then it's noted on your registration and you can bypass the brick-and-mortar emissions facility.

If so, what's the point of having a hotline if the car already gets checked on a regular basis?

Hey man, if you see something, say something, right? :/

So when do you have to report for your "mandatory emissions test"? From reading the online information Air Pollution Control Division - Smoking Vehicle Hotline
It appears you can complain about someone and the Air Pollution Nazi's send you a letter. Then you have to prove them wrong? Can you confront your accuser?

There's no additional requirement if you receive this letter. Sure, you have to take your biannual emissions test just like you would anyway. This thing is just a waste of everyone's time.
Especially since the car isn't smoking! It's probably the cleanest exhaust vehicle I have. The SC is pretty good though.
