Can't, that window closed a few weeks ago.

Unless you were previously jailbroke and took the necessary steps in advance of installing iOS 8, you are SOL.

I think I will either get a separate hotspot through verizon to carry or give up my unlimited for another plan so I cam tether. They are offering some pretty good deals this month such 30G for the price of 15G, free texting, etc. I don't use much anyways.
