Most decent meters can sense milliamp by running the power through the meter.
The meter would need the leads attached to the source and the ground that it is seeking or attached inline so the power flows through the meter at the source.
I guess if you put enough loops of the conductor through a clamp on meter you might get an amperage reading that you could divide by the number of winds or loops.
