Can you ID this tool?
Customer showing this to me this morning. I have no idea what it is.

I sent the pics to my older brother in VA who is a machinist and fabricator and he didn't have a guess....especially with no markings on it nor any fasteners or threads. I don't feel so bad - I thought I should have known what it was....weird.... |
Looks like an old school heavy gauge cable twister. Probably left behind by the power company.
