Question Can you ID this tool?

Customer showing this to me this morning. I have no idea what it is.

The holes are smooth and there are no markings on it anywhere.

Any ideas?

Doesn't look like the dowel plates I Googled, Scott.

I sent the pics to my older brother in VA who is a machinist and fabricator and he didn't have a guess....especially with no markings on it nor any fasteners or threads.

I don't feel so bad - I thought I should have known what it was....weird....

Looks like an old school heavy gauge cable twister. Probably left behind by the power company.

The sizing and order of the holes is odd. Maybe there's a part missing?
