That is a funny commercial. I can see a few possible uses for that. Fixing a PVC sprinkler pipe is not one of them.

Ive used it. doesn't work so great on a dripping pvc pipe. then couldn't remove it to try something else. I can see where it would be great on other applications though

Almost Banned Once

The idea is not new. A similar tape was introduced to set broken bones. It's an alternative to using traditional plaster bandages.
It's a fiberglass bandage mixed with resin. You submerge it in water then squeeze out the excess then wrap. The water is the catalyst and whole thing gets warm as it sets.
