Correct, the IRS is not relevant. There are multiple easy ways to go about this anonymously where I live, the tax department encourages it.

Does that mean his business actually does have income from investments that he is managing?
If so it may actually be a going concern and expenses may be legit??

I wonder if that is possible in this case??

This^^^ I don't know anybody who would consider ratting somebody else out for fudging his taxes. Unless the guy has done some malicious and intentional harm to you or you family, what business is it of yours.

My understanding is that you just can't turn someone in to the IRS (for US citizen) by giving their name. You've got to have social number, bank account number, dates, etc.

That's an interesting question. My gut reaction is heck yes I would report them. Welfare cheats are stealing money that was allocated for those in actual need of it. They are literally taking food out of the mouths of the hungry. My sense of morality would compel me to report it.
In the US, cheating on your taxes is thumbing your nose at an arrogant, heavy handed, capricious, and powerful government agency that widely despised. Cheating the IRS is a legal transgression, not a moral one.
Now that I understand the OP is from Canada I don't have an opinion on his situation. I don't know if the Canadian system of taxation is as odious as the one we have here in the States.

He has cost me an enormous amount of money. It's hardly a stranger. If it was anyone else in the world I would ignore it.
