People are stupid.
So are car manufacturers en regulators since they made DLRS mandatory but did not specify that the rear lights should work as well. So they don't.

On average, the population is capable of immense stupidity.
Darwinism no longer applies since even a dumbass can live a long life these days.
Modern medicine and the principles of enligtenment (like constitutional rights that prevents culling) support them and their deficiencies so they survive dispite their lack of smarties.
And they all vote.

There is even a documentary about that.

Yes, my wife's car they are brighter with no lights on, but I don't think they are any any brighter than the lights on with full brightness on the dash light dimmer.
Also in her car there's a little dash icon that lights up when your head/running lights are on.

Before you guys call peeps stupid, I can't tell you how many times I've seen grey haired guys going down the road with a signal light on. I'd bet everyone has done that at least once...so I guess everyone is stupid.
