Need help with battery tray after welding - do the tabs have a plug???

I own a 76' 911 (actually a 912 but the same body) and recently had the small rust repair completed from old battery leakage and water over the years.

My question pertains to the tabs that you see flipped up still in the pic from the new metal from Porsche that was used.

In the other pic they appear to be closed and filled (after undercoating sprayed inside) but the holes have a seam around them. Was there a rubber plug used by Porsche to fill this area and close those tabs or at least cover them up? Can't find a part number but it would seem to me if it was body glue or something similar it wouldn't have such a clean seam. Right?
